1. Historically, Washington state anti-stalking laws have applied only to people who personally know the victim and to in-person harassment; victims of cyberstalking or stranger stalking have had to rely on anti-harassment orders, which advocates for stronger laws say are taken less seriously by law enforcement officials and don't carry the stiff penalties of felony stalking laws. 

That changed yesterday when Gov. Jay Inslee signed the Jennifer Paulson Stalking Protection Act, named after a teacher who was shot and killed at her school by an acquaintance who had been stalking her three years ago. The act, according to the News Tribune, creates a civil protection order for victims who don’t qualify for domestic violence or sexual assault protection orders; it also applies stalking laws to online as well as physical, in-person stalking.

3. The Atlantic Cities is a fan of King County's "Right Size Parking" mapping application, which the county rolled out in February. The app looks at how much parking is actually being used in a given area, down to individual parcels of land. The ultimate goal is to give developers a tool to build the right amount of parking for their residents; instead of assuming that every family of four has two cars, it looks at how people are actually using the parking they have.

Overall, the app found, multifamily buildings in King County supplied 1.4 parking spaces per unit—but residents were only using one space per unit. The tool could ultimately reduce the amount of redundant, unused parking spaces in the county—while saving developers and tenants money.
