Today's earlier Afternoon Jolt was kind of a bummer, so here's some good news: Two winners, both originating at City Hall.

Today's first winner: Medical marijuana users. This afternoon, the city council unanimously approved legislation, sponsored by Nick Licata, that establishes a regulatory framework for medical pot dispensaries, requiring them to get a business license, pay city taxes and fees, and meet land use codes including the city's nuisance property law.

The law might not stand up in state court if it's challenged, though, because the state can't sanction illegal businesses---and marijuana remains illegal under federal law.

Today's second winner: People who eat. The council also approved new rules allowing street food carts in city rights-of-way. The rules open up the path for food carts and trucks to begin operating on city streets and sidewalks; previously, they were allowed only on private property.
