Should the State Privatize Booze?

Costco is back with a liquor privatization measure, Initiative 1183. Meanwhile, opponents of full-fledged privatization passed a bill this year that's still awaiting Gov. Chris Gregoire's signature (she has until tomorrow to sign), that they say is more in line with the moderate reforms voters want: Just lease the state's distribution system (the middle man in the three-tiered system between private liquor producers and state-run stores) to a private partner while keeping the stores under state management.

Costco says the halfway measure just substitutes two monopolies for one.

Today, it's time for our ThinkTank to take up the debate. We asked to Tom Luce, who formed the group Washington Beverage specifically to push the distribution plan and organize a bidding team to run distribution, and Joe Gilliam, President of the Northwest Grocery Association, who supports I-1183, to get the conversation started.
