The conservative Washington Policy Center has a blog post up criticizing Gov. Chris Gregoire for not making good on her state of the state pledge to focus on user fees, adopting a "user pays policy" as opposed to general taxes.

The post finds $1.2 billion in dedicated funds that have been transferred over to the general budget.

PubliCola has already flagged a couple—$17 million from the toxic cleanup account and $6 million from liquor revenues that are supposed to be dedicated to public safety programs.
