The video tape shows that Republican King County Council Member Reagan Dunn was confused about some budget basics—namely the fact the when numbers are enclosed in parentheses it's a negative, i.e. it's a loss. Goldy surmizes that Dunn's ingornance—he's been on the council for five years—may explain his Republican view that government is bloated.
