Rep. Dicks Sidesteps New Earmark Rules

Here's the deal: The Democrats passed a rule this year limiting earmark spending to non-profits. But, as Heath reports, Dicks found a way to direct a $6.2 million earmark to Port Townsend company Intellicheck Mobilisa through the U.W.
