Last week, we noted that bipartisan legislation was in the works in Olympia to propose a constitutional amendment mandating that any voter initiative that added costs to state government identify the funding source. Call it the 1163 amendment—a reference to this year's Service Employees International Union 775 measure passed by voters that requires the state to pay for long term health care worker training at a cost of about $18 million a biennium, but, to lawmakers' and the governor's chagrin, doesn't identify a funding source.[pullquote]How about a constitutional amendment mandating that any tax cutting voter initiative, must identify exactly what gets cut from the budget to offset the loss in revenue?[/pullquote]
The rejoinder from the union? How about a constitutional amendment mandating that any tax-cutting voter initiative—I-1107, the pop tax repeal; I-747, the property tax limit; I-695, repealing car tabs—must identify exactly what gets cut from the budget to offset the loss in revenue.
2. Speaking of legislation that's cued up for next year in Olympia, here's some that'll make ECB cranky: The Women's Right to Know Act —being sponsored by seven Republicans and one Democrat (social conservative Rep. Mark Miloscia)—mandates that doctors tell women about the risks of having an abortion at least 24 hours before a scheduled abortion and that the woman must certify in writing that doctors showed her videos on the procedure and gave her info about "the probable anatomical and physiological characteristics of the unborn child at the time the abortion is to be performed, and that the abortion will end the life of the unborn child."
Miloscia is running for state auditor.
3. The PI.com's Pulitzer Prize-winning editorial cartoonist David Horsey (he won in 1999 and 2003) is leaving the PI to go work for the L.A. Times.
