As we reported yesterday afternoon, Mayor Mike McGinn plans to hold not the customary one, but two, budget speeches Monday: One at the Rainier Beach Community Center (at noon) and one in city council chambers (at 2:00 pm). City council members have been invited to attend the Rainier Beach speech, which McGinn is billing as the "public" speech, and McGinn will formally present the budget to the full council with a budget speech in council chambers. McGinn had reportedly planned to deliver just one budget speech, in Rainier Beach, but the city charter requires that he deliver the budget to the council in council chambers every year.
