The NAACP is asking King County Prosecutor Dan Satterberg to file hate crime charges against Detective Shandy Cobane, who was captured on video threatening to "beat the fucking Mexican piss" out of a Latino man detained by police near a South Lake Union nightclub last month.

The move was announced at a NAACP and Urban League news conference Tuesday afternoon in which the incident was referred to as "an affront to justice."The NAACP said Cobane committed a hate crime as defined by the Revised Code of Washington which applies to threats against a person based on race.

"NAACP is also concerned that other officers observed this incident and did not appear to intervene and protect the person who was kicked, stepped on and called racial slurs by a fellow officer," a news release issued by the group said. "Those that stood by and failed to uphold their duty and protect the people should be held responsible as well.''
