Prosecutors Say Woman Used Teenage Girlfriend to Recruit Runaways For Prostitution

King County prosecutors have filed charges against a 21-year-old woman for allegedly who allegedly used her 16-year-old girlfriend to recruit teenage runaways to work for her fledgling escort service.


On March 29th, police received a call from a concerned mother, who said her 16-year-old daughter had been taken from her White Center high school earlier that day by a man and a woman, and that she believed her daughter may be involved in prostitution. The investigation led police to the West Seattle apartment of Kendra Michon Williams, 21, who is now facing charges for promoting commercial sexual abuse of a minor.


According to police documents, shortly after the school called the mother to inform her that her daughter had left with the man and the woman, the teenage girl called her mother from a cell phone. The mother did an internet search on the phone number, and found that the number was listed on a Backpage.com ad for a"Sexy Puerto Rican with DD buttercups!!!," featuring pictures of another 16-year-old girl, listed in the ad as being 19-years-old.




The mother called the number and asked where her daughter was, but wasn't able to locate her. She then traced the cell phone number to a West Seattle apartment building, and called police.


Seattle police officers went to the building in the 7100 block of California Ave SW and spoke with a tenant, who told them  that "drug and prostitution activity is very active" in the building, and directed police to a unit in the building.


Officer contacted Williams in the unit—police records say she was "very upset and extremely uncooperative"—and also found two teenage girls—one 16, the other 17—in the apartment. Officers were not able to locate the 16-year-old they had been looking for, but found that both teenage girls in the apartment had warrants out, and the 16-year-old in the unit was listed as a runaway.


Police arrested the teenage girls and took Williams in to custody for obstruction.


During an interview, the 16-year-old told police she was dating Williams and that Williams had used her teenage girlfriend to recruit other teens to work for her company, the "Picturesque Escort Service." Police records say Williams later told police she planned to apply for a business license for her company.


The teen told officers the girls went out on "dates" and went "dancing" with male clients, but "denied anything sexual on the dates would occur."


The 17-year-old girl told officers that Williams' 16-year-old girlfriend had explained "how the business works"—telling her that when the girls received calls from customers, they would "ask the customer if they are cops and then negotiate a price."—and apparently tried to recruit her to work for Williams.


Police believe Williams was "exploiting at least four female juveniles for the purpose of" prostitution, and note in documents that the girls were charging clients $100-200 for private dances in hotel rooms. Williams' 16-year-old girlfriend also told officers Williams had directed her to "go the extra mile" with customers if she felt like it.


Police records say all proceeds from the escort service went directly to Williams. The 16-year-old told police she gave the money to Williams because "she wants to help her buy a car."


Three of the four girls police were able to connect with Williams—who are all under 18—are reported missing children, police records say.
