This morning, I was working as desk clerk. Victim walked into the [east]  precinct and told me that she was homeless and cold. She asked me if she could sleep in the lobby for awhile. I allowed her to rest on the bench in the public area near the window. At 0530hrs, Victim grabbed her bags of belongings and left. Minutes later, she returned, claiming that someone had stolen her wallet. Victim said that, although her wallet contained no cash, it did have several essential access cards, including a bus pass and a food stamp card. During the two plus hours Victim was sleeping in the lobby, there were many people coming in and out of the facility, including other citizens, police officers, and janitorial staff.
