By Jonah Spangenthal-Lee April 8, 2010

From KIRO:

Kim Renninger, widow of Sergeant Mark Renninger, Rhonda LeFrancois, a relative of Officer Ronald Owens and Kelly Richards, widow of Officer Greg Richards have all filed suit [against Pierce County], alleging the county should have done more to stop Clemmons before the murders at a Forza coffee shop on Nov. 28.

The claim says Clemmons made threats to police while he was being held at the Pierce County Jail, but the threats were never reported. The families charge the county “could have determined that Clemmons was engaging in criminal behavior while in jail, threatening the life of jail personnel … and formulating a plan to execute as many police officers as possible upon his release.”

"This catastrophe, the worst law enforcement tragedy in the history of Washington State, was completely preventable," the families said in the claim. In the suit, family members claim “Pierce County had a 'take charge' relationship with Maurice Clemmons. Pierce County negligently failed to advise DOC [Department of Corrections] of Mr. Clemmons' threat in May to kill jail personnel."

The claim cites "Pierce County’s negligent failure to monitor Mr. Clemmons’ jail telephone conversations in which he engaged in witness intimidation in the child rape charge, and articulated his clear and unequivocal plan to execute police officers upon his release."
