Man Who Survived Central District Shooting Sues State D.O.C.

Two years after the deadly spree, one man shot by convicted killer Rey Davis-Bell has filed a lawsuit against the Department of Corrections alleging the state agency failed to supervise the convicted felon.


The civil suit outlines a string of in-custody misbehavior by Davis-Bell, who was convicted in February in the murder of cheesesteak stand owner Degene Berecha Dashasa and of attempting to kill three other people. Among those caught in Davis-Bell's sights was Yoseb Lee, a contractor shot in the chest at the Central District cheesesteak stand.


Now, attorneys for Lee claim the state failed to monitor Davis-Bell -- a convicted felon who told a court-appointed psychiatrist in 2002 that "one day I'll get even with everybody who has done me dirty" -- after his release from prison in December 2006.
