The Biggest Bill of the Session. Literally.

Simply titled "Reducing Green House Gases in Washington," state house Rep. Dave Upthegrove (D-33, Burien), chair of the Ecology & Parks comittee, introduced a 158-page bill yesterday. (Context: A big bill in Olympia would be 20 pages long.)

The omnibus bill would implement all the recommendations of the  Climate Action Team, a commitee convened by the Governor and the Dept. of Ecology two years ago to come up with a plan to reduce Washington state's green house gas emissions.

Rep. Upthegrove's Harry Potter-sized bill (it comes in 4 parts) includes: Enforcement of green building standards; locking in vehicle miles traveled reduction standards; recycling standards; and growth management rules. It even includes a xerox of Rep. Sharon Nelson's transit oriented development bill—the one that led to an after school fight yesterday— in case her bill stalls. 

Rep. Upthegrove has rounded up seven (all-D) co-sponsors, including Seattle-area Reps. Zach Hudgins (D-11, South Seattle), Mary Lou Dickerson (D-36, Ballard), and Nelson (D-34, West Seattle, Vashon).
