Another Capitol Hill Block Party is in the books, and—as per usual—2016's edition offered a choice slate of indie rock, pop, hip-hop, and electronic music. But as always, the vibe of the festival can't be summed up by the music alone. There were dancing astronauts. There were tiny, gleeful preteen hardcore fans. There were human-sized Pokémon. It's never a real festival until you soak in some of the weirdness.
