Witness Lloyd Hogan said he was inside a nearby chocolate shop when the incident occurred.
"The gunman was seen running up the alley. He went into (muffled name) gyro shop at First and Pine, and he was hiding in the bathroom," he said. "He came out of the bathroom with his hands in the air. They ordered him to get down on the ground, and they made him inch towards them."

Saw him from my car laying on the ground after I passed the hard rock cafe. I though he'd been hit by a car. Pool of blood, bone sticking out his skull, and a frantic downtown "tourist guide" screaming her head off. It was a surreal situation and crazy to think he'd been shot with all those people around. I'm glad they got the guy in custody so quick as there were NO police around when I was there.

Sources tell us gang units are on scene. Unclear whether gang unit detectives are involved in the investigation, or just assisting.
Police have recovered a gun at the scene.
UPDATE 6:42 p.m.
According to court records, the man arrested in the shooting has a long rap sheet going back to 1999, when he was a juvenile. Court records indicate the man has convictions for theft, assault (three times), resisting arrest, drug and unlawful weapons possession, burglary, and unlawful imprisonment.
Update 7:39: Police confirm that the victim has died.

On October 26th at approximately 4:41 p.m. officers responded to 911 calls of shots fired at 2nd Avenue and Pike Street with a male victim reportedly down. Officers arrived on scene and discovered a 31-year-old male victim on the northwest corner of 2nd Avenue and Pike Street who had sustained a gunshot wound. SFD medics were called to the scene and subsequently transported the victim to Harborview Medical Center with life-threatening injuries. The victim has since died as a result of his injuries.
Responding officers saturated the area. Foot beat officers located and arrested a 27-year-old male suspect in the 100 block of Pine Street. Officers also recovered a handgun. The suspect was interviewed by Homicide detectives and will be booked into the King County Jail for Investigation of Murder.
This remains an active and on-going homicide investigation.
